Flash Flood Warning

... The Flash Flood Warning remains in effect until 615 am CDT for
northern Jackson... northeastern Buchanan... Dubuque and Delaware
counties...

At 116 am CDT, emergency management reported flash flooding in and
north of Dubuque. The little Maquoketa river was out of its banks
near Durango, and evacuations of some residents are underway. Up to
4 inches of rain have fallen so far. More flash flooding is expected
as the axis of heaviest rain gradually shifts south across the
warned area. This is a very dangerous situation. Do not travel and
remain alert for quickly rising water near creeks and streams.

Excessive rainfall over the warned area will cause mud slides near
steep terrain. The mud slide can consist of rock, mud, vegetation and
other loose materials.

Some locations that will experience flooding include...
Dubuque, Manchester, Asbury, Dyersville, Bellevue, Cascade, Epworth,
East Dubuque, Farley, Peosta, Fairbank, Edgewood, Hazleton,
Earlville, Hopkinton, Lamont, Delhi, New Vienna, Colesburg and
Worthington.

Additional rainfall amounts of 1 to 3 inches are possible in the
warned area.

Precautionary/preparedness actions...

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Flooding is occurring or is imminent. It is important to know where
you are relative to streams, rivers, or creeks which can become
killers in heavy rains. Campers and hikers should avoid streams or
creeks.

* At 8:30 PM Friday the stage was 5.4 feet... and steady.
* Flood stage is 12.0 feet.
* Minor flooding is possible.
* Forecast... rise to flood stage Monday morning.
* This forecast is based on routed flow from upstream in combination
with forecast rainfall. Consequently there is limited confidence
in the river reaching flood stage.

The National Weather Service in Quad Cities has expanded the

* Flash Flood Watch to include portions of Illinois and Iowa,
including the following areas, in Illinois, Bureau, Henry IL,
Putnam, Rock Island, and Whiteside. In Iowa, Benton, Buchanan,
Cedar, Clinton, Delaware, Dubuque, Iowa, Jackson, Johnson,
Jones, Linn, Muscatine, and Scott.

* Through Saturday morning

* heavy rainfall of 1 to 3 inches with locally higher amounts
possible.

* Impacts could include flooded roads and intersections, river
flooding, and possible rock and mud slides in hilly terrain.

Precautionary/preparedness actions...

A Flash Flood Watch means that flash flooding is possible.
Monitor forecasts and take action if flash flood warnings are
issued or flash flooding develops.

... Strong gusty winds possible through 4:30 am...

A large area of thunderstorms moving southeast at 35 mph will produce
gusty winds of 30 to over 50 mph with possibly small hail up to the
size of dimes. Motorists with high profile vehicles should take be
prepared from the impact of gusty winds while driving. Secure any loose
items outside.

Torrential heavy rainfall rates of up to 2 inches an hour will result
in significant ponding in favored low lying locations with a risk of
localized flash flooding.
